This would be a false assumption/conclusion. I don't really see how anything I have said leads to saying, "If we can mod it in, then it doesn't need to be in the stock game, because we can add it ourselves later." If this were the case, I should really be saying that the stock game should have blank data files, as everything in it could be modded in...

SE5 is still a long ways off, so having the capability of playing with various feature ideas in SE4 now would be beneficial, no?
