Disappearing Fleets:
As i understood it, you can only add existing fleets. I mean, to add a fleet to the combat simulator you must have it.
Strategies:
In design window check the "show shats/strategy" to see and/or change the strategies. You can also add your own. Its, AFAIR, in the Empire window.
