I think you can't perform assassinations in provinces you own. Ie, when besieging, you own the province and can't harm enemy leaders hiding inside the castle. I think you can still assassinate enemy leaders inside castles you're not besieging (except if they're besieged by yet another party, in that case you'll get to assassinate one of the besiegers). Maybe my memories are mixed up a bit on this, though, so beware. But if I'm right, the simple rules to remember would be:

- you can't perform assassination in provinces you own
- you can only assassinate enemy leaders in provinces they own
