49 and 33 do look like neighbors, though sort of weird ones on the map edge like that. Seems fine to change this.
24 and 29 does look like from the border that they would probably be neighbors, but there are mountains there. I think it's kind of neat that it isn't passable, and so would prefer to have the map image changed so that little mountain border is marked as impassible, so the mountain range would be more meaningful.
Your change at least makes the map behave like the borders look like they are drawn.
