Probably not. When you live in climates that have regular, significant snowfall you just deal with it. Hey, I'm only in Maine (actually a 'warmer' cold climate since we're so close to the ocean), but if we shut down everytime we got 3-6 inches of snow, we'd be closed half the winter.

Folks in warmer climates just close down cities and such 'cause they don't have the facilities and resources (snowplows, snow tires, anti-freeze, experienced drivers , etc.) to deal with the snow.

I can remember being in Fort Gordon GA in 1980 (while in the Army) and 1 1/2 in snow closed the city for 2 days. There MIGHT be 1 snowplow in all of Georgia.

I can also remember getting 10 inches of snow and still going to school in Maine.

EDIT: ...and Geo, I don't normally see the asphalt on my street for 3 months at least...
