No, that's not a bug. Why would that be a bug?
Both cloaking and remote mining do use supply though, so unless you include some solar gererators or a QR eventually you are going to have an empty ship. I think maybe the remote mining will still work with no supply, but the cloaking will not, so you'll be visisble then.
