I don't think so. But that would explain why they seem to hate each other so much. Would be interesting if it turned out she was and neither of them knew it yet. They haven't really established Starbuck's family history. Would be quite a shock if it turned out she was the offspring of some torrid affair Col Tigh had years ago.
