They indeed simply act as abilites. So if a vehicle design calls for AI Tag 01 with a components per space value of 150, then the AI will put one component with AI Tag 01 for each 150 kT tonnage. Same goes for the facilityconstructionfile. For example, add AI Tag 02 ability to a standart research center. Now go and call for AI Tag 02 in a certain construction queue, and voila will use the bulding since the tag was called. Its pretty awesome, especially if you have homeworld facilites with a higher ressource generation than standart ressource facilites. In that case a "normal" call for i.e. resource generation - minerals will force to AI to try to construct a homeworld facility, since it always calls the bulding with the highest value 1/2. Now if you just add AI tag 01 to all mineral miners, AI tag 02 to all organic miners and so on, you can force the AI into bulding the "right" facilites.
