11 Starbases, all in the same sector as the star. Namely:
5 w/ Planetary Gravity Plating
5 w/ Hyper-Density Cables
1 w/ Ringworld Generator

Sphereworld:
21... same except 10 each PGP/HDC, and a Sphereworld Generator instead of a Ringworld Generator.

Tech areas required, in both cases, are Stellar Manipulation and Base Construction (the components won't fit on anything less than a starbase, each being something like 2000kt or whatever...).
