the topics in a forum will "roll downward" if they get no action. A sticky topic is one that is pinned at the top for thinks like important links, or newbie help files. Maybe not getting as much actions as some conversation threads but still important.
UBB is Ulimate Bulletin Board which is the software package which does the web forum. Reference to things like UBB code is basically saying "not standard, something we came up with"
Event Topic? I think that referes to one with a calendar date involved
