Nope, you got it backwards D (or sideways maybe
). You would
have to have the modded files to generate the first turn. But after the first turn was generated you could play the game using non-modded files and your race would have the racial traits.

P.S. If this were not true, it would be very easy to cheat in multiplayer games. You could do all sorts of funky stuff using modded files on your 'puter and then send the .emp file to the host. Bad news.
