I just realized how totally
cruel a combination luck scale and a fortified city is... There won't be a five turn stretch of nothing happening in a province, ever! And taking the average C'tissian, any old barbarian raid or troglodyte invasion is too much to counter without some heavy garrisoning. What fun!
