I'd love to be able to selectively upgrade facilities across the board. However, currently you can only upgrade
all facilities unless you do it manually....and I don't have to tell you that's a massive pain in the rear. So my suggestion is to have the universal upgrade be the same as it is now, except that you select the facility types that you want upgraded, and exclude the rest. Hope that makes sense
