I'll use it at the very beginning of a game to get my first cheap Escort scout ship in one turn. I've also used it to pump out large numbers of smaller technologically inferior ships to throw at a superior enemy to hold them off long enough for my research to catch up. [This seems to work a lot better against an AI than against a human opponent.
