If you separate the word nova into no va, then, yes it does mean "it doesn't go" but the direct translation doesn't fit the usage. Most Spanish speaking folks would use words like English speaking people do: "It doesn't run".
According to this article, the Nova did quite well in Spanish speaking contries.
