[Enigma]

Well I am engaged in a huge war and what I do not want to happen is to be uncovered and have him open a warp point into my system just before the new grav shield is built.

Has anyone done this? I think I have earlier in the game but I can not remember (old age). Is it variable? When does construction occur during the course of a turn?
