It's actually two quotes. The first is from the Hitchhiker's Guide to the Galaxy (soon to be a major motion picture ; I just liked the way he described the Vogon ships. He (Douglas Adams) had a way with words.

The second part is from the book 1984, by George Orwell. A classic cautionary tale of a totalitarian state's use of mind control on a hapless citizen.
