It's not to regain the power points, it's to regain psionic focus. You see, I have the feat Greater Psionic Endowment which adds +2 to the save DC of any power I use it with, but expends psionic focus whenever I use it. Before I can use it again, I have to spend a movement action (would be full-round if not for my Psionic Meditation feat) to make a concentration check to regain psionic focus.
