Turmoil 1 and luck 3 in 10 provinces or more is almost certain that a good event is happening every turn. Sometimes I got 2 gem events the same turn. I got money and milittia too (this is not so harmul since the upkeep cost is small).
The best is the new gold or copper mines, the commanders joining, the 1500 gold, and the free buildings.
I donīt think luck is terribly necesary for competitive play but feels nice to be lucky.
