I cannot figured out why I never thought of this... The emergency populsion pack V is a disposible device that gives you once-off 5 extra movement points and must be repaired for the next use, but the bulk of my transports are multi-purposes ships with a repair bay on them, so they can self-repair. Now why not fit an emergency populsion pack on them? I'm at max tech and a populsion expert, so their normal speed is 12, plus an EPP V makes 17!! WOW!!
Even more amazing, there is an engineering baseship with a spaceyard and 4 repair bays in all of my fleets. What if I fit a EEP V on each of my ships? That makes a 14 speed fleet!
