There is a full featured scenario editor that ships with The Falklands War: 1982. The database already includes all of the elements you would need to do air to air, air to ship, or even ship to ship engagements.
There are also several maps that are quite suitable for building this kind of scenario, already included with the game.
As it ships, the game's focus is primarily the ground campaign, with air- and ship-borne weapon systems primarily providing fire support for ground forces (close air support and naval gunfire).
