Anyone who has ever taken a vacation to some place with a beach nearby can tell you that there are tourist and souvenir shops with shells in them all over the place, even near the beach. So it is very feesible to sell seashells by the seashore. It says by the seashore not on it, it could be a mile away and technically be "by the seashore".
