So the Heroic Quickness +100% over-rides the Water Blessing instead of stacking, leaving Lu with 2 moves per turn, then if he casts Quickness he gets 4 moves per turn. Plus every 33 turns or so he gets an extra move since he actually has Heroic Quickness +103%. Then, supposing Communion Master erased the Heroic Quickness (*and* the Water Blessing?) and left him with 1 move per turn, doubled by Quickness to 2 per turn...
