Apparently they only work on one planet, rather than a system-wide effect.

ver 1.41, I have started a high-tech game, the religious race has built a nature shrine, I have written down all of the planet values and conditions, 30 years later the planet with the shrine was optimal with about 170 % minerals/organics/radioactives. All of the other planets had their origin values.
