The judge system is great, but what do you think about a mix system; 50% based on the judge vote and the other 50% based on a forum POLL? This way you will have the opinions of both the experts and the public!
Also, what do you think about creating thematic categories like conversion of topographic map (submit also the topographic map), highly bombarded/destroyed city environment/battleground etc..?
