Panther had that problem in a 2vs2 game, but it can target other nations too. In his case, making a few alterations to his Pretender was enough to squash the scales bug dead: he went from Void Lord to Monolith (no longer a secret, as he sent his Pretender to battle).

Other than that, I wouldn't know anything about the scales bug, or how to counter it.
