Just adjusting the scaling factors in the cost calculator should let you do that, if you feel the need to do so (and that will let you adjust by individual unit class as well). Plus - you can load or save your scaling factor set as a file from that tab of the CC. Scaling factor is a divisor as I recall - to make cheaper, you will need to increase the divisor value.
