For a truly horrendous number of attacks per turn, try a high level thri-kreen with all the multiattack feats. 4 attacks with each of 4 weapons (they have 4 arms) = 16 attacks in one round, not including any AoO's he might get.
That should result in a critical hit at least once every one or two rounds.
