if you are playing with the TDM-ModPack. From the unmodified Sergetti politics file:
Score Percent To Accept Demand your surrender := 5000
Will Accept From Friend Demand your surrender := False
Will Accept From Enemy Demand your surrender := True
So that would be 50 times his score if you are playing with the original files.
