Yes they can.
Just tried with AMX-30 with HEAT only at helos, and they fired them fine at HOVERING helos. As soon as the helo EVADED then it was moving too fast to engage.
To fire (other than AAA weapons) at helos, it needs to be travelling slowly (depends slightly on firer FC, stabiliser etc as to how slow). The
firer also needs to be stopped or not have moved very far (depends slightly on FC and Stab).
I presume your target helo was moving (not hovering) or your tanks had moved too far to be able to engage it with main gun rounds?.
