I assume you mean the colour of the infantry used by each nation not the icons themselves??? .....

However, if you mean the colour infantry assigned to each nation that is hard coded and will not be changed. I had a hard enough job the first time trying to match them that's why I added a dark brown set a few releases ago. When two nation of the same "colour" meet up the default for one of the sides will be the light tan. That's hard coded as well
