You don't need wish, there are several other nations with unholy, and summons.
*C'tis desert tombs has national unholy priest summon spells.
*So does Carrion Woods Pangaea.
*Almost any nation can get to Mound Fiends, which have unholy.
*One of the Ice Devils has unholy magic.
