Death Star I had a weak spot. II did not - the only reason it was vulnerable to small fighters was that it was still under construction, and enough of the superstructure wasn't in place yet that there were a few paths big enough for fighters to actually navigate to the center and get
direct, point-blank shots at the reactor core
from inside all of its defenses. If the second Death Star had been completed, raw firepower would have been the only way to take it down, and I doubt the Rebellion could have amassed enough of it.
