The problem lies with a secondary ammo explosion in ver. 2. See the thread that begins with "Issue with stacking ammo..."
It's on the 'to-do' list.

I had the same problem in that scenario. The only work-around until a fix is to move all units that are adjacent to ammo, or move/remove the ammo, in the scenario editor.
