Well, for one, no Solar worth the name (and most of them are....) would cooperate with him....
And for another, the lowly
Efreeti (also the Noble of the
Djinni) get three per day ... that they can't use themselves (the Solar, however, has no such limitation, and may very well want to save it for something other than willing payment.... like just deserts).
