There are 65 unique artifacts .. there's no need to hand out ALL of them, let alone lesser items ??
And if you check the flavour text, some items have an "origin nation" .. eg. the Hammer of the Forge Lord belongs to Vanheim, not Ulm.
Actually, Ulm shouldn't get any high-level items, but tons of low-level stuff
