All capital ships can ram, fighters cannot. Some ships have a "ramshield" flag which means they take less damage from ramming. This also makes them automatically select ram instead of "attack" when you click on an enemy ship.

The enemy AI only intentionally rams if it has no weapons. In 1.1 this is further reduced in that only ships with the ramshield flag will do this (others will attempt to flee).
