[Emperor's Child]

I've been trying to figure out how the order of leaky intel projects work out, and have not figured it out yet. I've played several games where several opponents and I have been hitting each-other with intel projects, but I've not yet figured out what order the intel projects are resolved. In some cases it appears that they are resolved sequentially by player, so that the first player in the queue has a significant intel advantage over the others. In other games it has appeared that all the first projects of each player are resolved before the second, and in yet others it appeared that all projects of a player that was not first in the queue were resolved before the second player, etc. Does anybody have a handle on how this part of the game executes?
