First, let’s tackle the MANPADS – otherwise known as Man Portable Air Defence Systems
Romanians have only one type of shoulder-launched SAM in v2.5 and that is the 9M32 missile fired from the 9K32 Strela-2 system (NATO designation SA-7a). I believe that Romanian air defence used this system once, but it’s been replaced by a different system known as CA-94M since 1999. The CA-94M system is basically an improved CA-94 (I believe this is the Romanian designation for the 9K32M Strela-2M system - NATO designation SA-7b). The CA-94M provides improved head-on capability, proximity fuze and a more lethal warhead.

This program was aimed at improving
the performances
of the system as follows:
- Increasing the target hit probability up to 0.4
by introducing a proximity fuze with a lethal radius of
0.5 m.
- Increasing the destructive capability by introducing
a new warhead with improved explosive charge
and high efficiency fragmentation elements.
- Improving the work stability and reliability of
missile’s electronic section, by realizing it in hybrid
technology.
- Improving the chances to correctly launch the
missile, by introducing the lead angles analysis and
indication system, which facilitates and corrects the
gunner’s actions.
