interesting idea ... trading movement points for lower detection rates.
the main problem i see is that snipers are already at minimum detectable level aren't they? (size 0 or such?) the only way to decrease detection chance would be to start adjusting the potential spotting unit's numbers and that could get hairy quick?
if possible I agree would be a nice touch. unfortunately with this ol' beast they're keeping alive here I'm afraid its probably not in the cards .... surprise me drg/mobhack?
