Found and fixed -- the fix will be in the upcoming v1.20 patch.

The problem seemed to happen whenever you clicked on a unit as the target of an action ability, then immediately tried to click/double-click on that same unit, but only when battle animations were turned off and when the unit was unspent when you begun the second click/double-click.
