What makes you think there being only twelver models strickly referred to the huminoid Cylons will? Who's to say the raiders and the centurions aren't included in the 12 models?
I don't think baltar is a Cylon though, doesn't make any sense for his character. I think you will agree with me more on this once you get further along in the series.
