This is stupid, IMO.
I always assumed it worked the same as the Research queue. Finished as many as it could, and the rest wrapped around until the next turn.
Is there a REASON it was designed this way? Union rules at the construction yard?
So maybe it's not a bug fix--but we should definitely put this on the wish list.
