You don't need
luck scale to get the heros. Unless you go for missfortune-3, you will get them, and with some luck
even earlier than your neighbour who's 120 points in the hole because he bought luck-1. You can't really buy luck, you know
Order-3, Missfortune-1 is a common combo. You still have a decent chance for heros, random events are reduced by 10% and chance for bad events is 10% higher. In practice, the overall reduction in events is much more noticable than the boost i bad events.
