About PPP: do these have a lower chance of success than a normal intel project? In my Last PBW game I tried several times to PPP a big enemy planet, without success. And in that same turn other intel attacks which were earlier in the queue than the PPP DID go through. Should I target the same planet with multiple PPPīs or something?
