I don't know... the usual Orc strategy works fine: expand with Raiders, then some Mystics for maneuverability, and you should be able to contain the Dwarves long enough to start buying Ogres. Tanks are no match for them, especially when backed up by Mystics.

Oh, and don't forget to make a few more Raiders. They're great for surrounding lone Tanks, or as cannon fodder that you summon to protect a city for one turn.
