Just a heads up to everyone:

I lucked out and stumbled on a bug in v4.20. Finding it was a fluke but it would have caused some problems with a game.

If you downloaded v4.20 BEFORE 10:00 PM Pacific Time March 29, then you have the bugged version. Empire creation is fine regardless. It wouldn't have made an effect until a game was started. All that's needed is for the components.txt file to be replaced. If you've downloaded it after 10:00 PM Pacific March 29, then you are fine.

This counts for the download from PBW or SE.net.
