I'd need to check how much that would increase the size of the patch as all that does is penalize everyone who has been keeping up with the upgrades by giving them the same files they already have. If it's only a MB or two that's not a big deal but if it means the patch goes from 3 MB to 20 MB it is. There are very few people who would thank me for doing that
