To be honest I don't know if accepting a treaty while bloodthirsty makes them progressively unhappier or if it is a one shot thing. When I realised the problem I looked at the data files and the way it looks like it works makes me think it might be a one off thing as it adds unhappiness for doing it straight away, but I'm not sure. My solution was, as I said, to start building troops on all my planets and refuse new treaties.

Edit: that said, I work on the assumption that having lots of troops will be increasing the happiness away from angry or unhappy, so in that way I hope it is continual. I really don't know.
