The issue of discovered sneaking armies has been debated before the council in Proposition4 in which a proposal to require sneakily acquired provinces to be returned was defeated. The rules as plainly stated in the charter and interpreted in the afore-referenced discussions clearly require council permission before the retaking of a province. A few turns ago, another stealthy army of mine was discovered in a province with a fort, and again took control. In order to avoid entanglements, I agreed to return this province to Machaka, but this referred only to that one particular instance (note that by Rule 13 of the charter, this province was technically in contention and so either side could have legally brought additional force to bear).

We solicit Wyrmly comments on this important issue. (Pulls up a chair and grabs a virgin margarita to drink while watching the discussion).
